divided by -2 on both sides the result is:
x^2 + y^2 + 6x - 4y + 9 = 0
(x^2 + 6x + 9) + (y^2 - 4y + 4) = 4
(x + 3)^2 + (y - 2)^2 = 4
The center of the circle is (-3, 2), the radius is 2.
